A professional, legally-grounded letter tailored to your fine type and circumstances.
Dear Appeals Team,
I am writing to formally appeal the Parking Charge Notice (PCN) reference [PCN-REF] issued on [DATE] at [LOCATION].
Pursuant to the Protection of Freedoms Act 2012 (POFA 2012), Schedule 4, I note that the operator has failed to establish keeper liability in the manner required by the Act. Specifically, the Notice to Keeper was not served within the 14-day period prescribed by paragraph 9(4), and accordingly no liability attaches to the registered keeper.
Furthermore, the signage at the location does not constitute a legally binding contract with drivers. The British Parking Association Code of Practice requires that signs must be prominent, legible and unambiguous. Having attended the site on [DATE], I observed that [SIGNAGE ISSUE]. Accordingly, no contract was formed.
I respectfully request that this charge be cancelled and written confirmation provided within 28 days.
Yours faithfully,
[YOUR NAME]
What a properly argued appeal looks like
Most drivers never challenge a fine. Those who do — with the right argument — win more often than you'd think.

What happens if my appeal gets rejected?
Most UK private parking appeals go through two stages. Stage 1 is your initial appeal to the operator directly. If they reject it, you have a right to take it to an independent adjudicator — POPLA (for BPA members) or IAS (for IPC members) — free of charge.
Stage 1
Appeal to the operator
Write a formal appeal to the parking company using specific legal grounds. They must respond within 35 days.
Stage 1 Rejected
They say no
The operator sends a POPLA or IAS verification code with their rejection. Most operators reject Stage 1 automatically — this is normal and expected.
Stage 2
Independent adjudicator
Submit a counter-appeal to POPLA or IAS using the verification code. Adjudicators overturn many charges that operators refused — and it costs nothing to submit.
Full Fight covers both stages
With Full Fight (£19.99), you get Stage 1 immediately and your case portal stays live. If Stage 1 is rejected, return to your portal to generate a tailored Stage 2 POPLA or IAS counter-appeal — no extra charge.
